Citizens are developed, not born, and Eau Claire is a good example of developing them and getting them engaged in taking the community forward, according to a Twin Cities expert on this topic. Harry C. Boyte, a faculty member at Augsburg University in Minneapolis, spoke here Monday evening (Feb. 11) at an event sponsored by Clear Vision Eau Claire. His most recent book features Eau Claire as an example of developing citizens to be co-creators and builders of communities and democracy, not just voters and volunteers.
