The L. E. Phillips Memorial Public Library in Eau Claire is seeking public input from now through Dec. 7 on its plans for a major expansion. The project would add a third story to the existing building at 400 Eau Claire St. and expand the first and second floors outward to the corner of Eau Claire and Dewey Streets. The project would also upgrade and modernize the building’s infrastructure as well as providing additional space for such additions as a 250-seat performance space. The estimated cost is $23 million.
