By Harrison Freuck and Zhen Wang, Wisconsin Watch Towanda Perkins, a single mother with two grown sons, works as an office manager at a Milwaukee nonprofit organization. She credits an experimental guaranteed income program that existed in the late 1990s for changing her life and making her current job possible.
